RESOLUTION NO. 17R-03-98: A RESOLUTION AUTHORIZING A SUPPLEMENTAL AGREEMENT FOR THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION LOCAL AREA PROGRAM ENHANCEMENT PROJECT FOR 35TH AVENUE NORTH OF BROWARD BOULEVARD TO N.W. 5TH PLACE; PROVIDING FOR FUNDING FROM GRANT MONIES IN THE AMOUNT OF $520,884.00 FOR CONSTRUCTION AND $56,218.00 FOR CONSTRUCTION, ENGINEERING AND INSPECTION (CEI); PROVIDING FOR A SIX (6) MONTH EXTENSION IN ORDER TO COMPLETE CONSTRUCTION OF THE ENHANCEMENT PROJECT AND AUTHORIZING THE MOVEMENT OF FUNDS FROM CEI TO CONSTRUCTION COSTS; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, CHARLES FARANDA).

Request Action:
The action is necessary to obtain approval of a resolution authorizing a Supplemental Agreement for the State of Florida Department of Transportation Local Area Program enhancement project for 35th Avenue North of Broward Boulevard to 5th Place.
Need:
The Supplemental Agreement will extend the time for an additional 6 months in order for the City to complete construction of the enhancement project and to move funds from CEI (construction engineering inspection) to be used toward construction costs.
Summary Explanation/ Background:
The City received grant award funds for the enhancement of 35th Avenue North of Broward Boulevard to 5th place widening of sidewalk, shrubbery, and street furniture from the State of Florida Local Agency Program in the amount of $520,884 for construction and $56,218 for CEI (Construction, Engineering, and Inspection). These projects are normally a 3-year process, from application submittal to being awarded an Agreement. In the interim, FHWA (Federal Highway Administration) changed their requirements for CEI at which time advised City they can transfer the CEI funds into the construction costs for a net zero change. The City's Match did not change it is the same as the original LAP Agreement.
