Amend the purchasing code to add various provisions consistent with Florida Statute, Section 287.057 which are exceptions to bid requirements.

Summary Explanation/ Background:

The Florida Statutes allow certain exceptions to bid requirements.  The City of Tamarac has previously passed an ordinance which outlines some of the specifiic exceptions to bid requirements that are permitted pursuant to Florida Statute, Section 287.057.  The City of Lauderhill wishes to similarly pass an ordinance adding various specific exceptions to bid requirements that are permitted in accordance with Florida Statutes.
