Appoint Vivian Penn to serve as an alternate member of the Advisory Council for the the Manors Safe Neighborhood Improvement District for a new two year term to expire September 2027.

Why is there a need for this action and provide summary/background?
Cost Summary/ Fiscal Impact:
The Manors Safe Neighborhood Improvement District Board of Directors needs to appoint one alternate member for a two (2) year term. The member must be an owner of real property located in the district area or be residents of the district area. The member shall be subject to the rules and procedures for boards and committees set out in the city code, chapter 2, article I. Members of the council are permitted to serve on other city boards and/or committees.
