Request Staff to plant expenditures in the budget to be able to spend the balance of American Rescue Plan Act ("ARPA")

Need:
To request that the balance of ARPA dollars be spent within Fiscal Year 2023.

Summary Explanation/ Background:
Vice Mayor Sarai "Ray" Martin has requested a Resolution to request city staff to allocate expenditures within the Budget in order to spend the remaining balance of all ARPA dollars within Fiscal Year 2023.
