RESOLUTION NO. 26R-02-49: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA, EXTENDING THE AMNESTY LIEN REDUCTION PROGRAM TO JUNE 30, 2027, TO PROVIDE RESIDENTIAL AND COMMERCIAL PROPERTY OWNERS WITH AN OPPORTUNITY FOR SIGNIFICANT LIEN REDUCTION ONCE ALL VIOLATIONS ARE BROUGHT INTO COMPLIANCE AND AUTHORIZING THE CITY MANAGER TO UPDATE THE PROGRAM ACCORDINGLY; PROVIDING THE CITY MANAGER AND CITY ATTORNEY WITH THE AUTHORITY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER KENNIE HOBBS, JR.).

Request Action:
Approve an Amnesty Lien Reduction program which will be offered for a limited time through June 30, 2027.
Need:
To provide residential and commercial business owners with an alternative for significant lien reduction for a short-term amnesty period to attempt to resolve numerous running liens on record. To encourage compliance of violations and mitigation at a reduced rate.
Summary Explanation/ Background:
The City has a large number of outstanding liens that exist on properties throughout the city. The city started a campaign to notify all owners of outstanding liens in an attempt to ensure that owners are aware of pending liens and offer an opportunity for them to clear title to their properties in 2023. Many individuals have indicated they were not aware of the accruing liens and would like the opportunity to resolve the liens and have them release in exchange for a reasonable mitigated amount. The initial amnesty program was approved to allow property owners who have brought all violations into compliance to be able to benefit from even further reduced mitigation of liens from the date of adoption through until September 30, 2023.
Since the adoption of this resolution (23R-02-59), 282 liens have been closed and the City collected almost $950,000 in fines. If approved by the City Commission, Staff will send additional notices to property owne...
