Summary Explanation/ Background:
Herbal incense is currently prohibited in its entirety. With the passage of the recent Hemp Bil SB 1020, substances which are derived from the sativa plant with content of .3% THC or less are deemed to be legal industrial hemp. This amendment exempts out substances which have content below the permitted state legal limit. (must be below.3% THC)
