RESOLUTION NO. 19R-09-199: A RESOLUTION OF THE CITY OF LAUDERHILL, FLORIDA, OPPOSING THE TERMINATION OF THE HAITIAN FAMILY REUNIFICATION PAROLE PROGRAM (HFRPP) WHICH ALLOWED CERTAIN HAITIAN INDIVIDUALS TO BE PERMITTED TO COME TO THE UNITED STATES UP TO TWO YEARS BEFORE THEIR IMMIGRANT VISA PRIOIRTY DATES BECOME CURRENT TO BE REUNIFIED WITH THEIR FAMILY; SUPPORTING LEGISLATORS CONDEMNATION OF THE TERMINATION OF THE FAMILY REUNIFICATION PAROLE PROGRAM; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY COMMISSIONER BERGER).

Summary Explanation/ Background:
President Trump signed an Executive Order (E.O. 13767) which ended two categorical parole programs. One was the Haitian Family Reunification Parole (HFRP) Program and the other was a similar program for Filipino veterans of World War II. The programs were ended when it was said that it is better to use parole only on a case-by-case basis, consistent with the law. Some legislators have strongly condemned the decision of the Trump administration to terminate the Parole Programs. Commissioner Howard Berger opposing the admininstration's termination of these Parole Programs.
