Request Action:
Pass an Ordinance to update the City Code of Ordinance Chapter 10, Section 10-22 to update recycling fees to incorporate franchise fees and increases in recycling processing costs.

Summary Explanation/ Background:
Waste Pro of Florida was providing residential recycling collection services to the City of Lauderhill. These services are provided net of franchise fees based upon the city providing the billing services. On August 14, 2017, the Waste Pro agreement to provide theses services was assigned to Waste Management Inc. of Florida as authorized by Resolution No. 17R-08-207 which was to be effective through July 31, 2021. The City Commission subsequently passed Resolution 21R-05-96 approving the addendum to authorize Waste Management Inc. of Florida to continue to provide exclusive residential recycling services through September 30. 2024 in order to run concurrently with the city's solid waste services that Waste Management also provides to the City, so that both contracts would expire at the same time. The rates for recycling in these agreements did not include the franchise fee. This ordinance amends the rates to include the applicable franchise fee, with the city providing the billing services. In addition, there was an increase in the recycling processing fees which go into effect July 1, 2023. Therefore, rates must be increased to reflect that increase in fees that will be passed on to the City by Waste Management.
