Summary Explanation/ Background:
The Local Affordable Housing Advisory Committee (LAHAC) is required each year to review the City's existing policies and procedures, ordinances, land development regulations, and components of the adopted local government comprehensive plan. In accordance with Chapter 420.9076(4), Florida Statutes, the committee must recommend actions or initiatives that encourage or facilitate affordable housing while also protecting the ability of property to appreciate in value.
Under statutory requirements, these recommendations may include:
? Modifying or repealing existing policies, procedures, ordinances, regulations, or plan provisions;
? Creating exceptions applicable specifically to affordable housing;
? Adopting new policies, procedures, regulations, ordinances, or plan provisions; and
? Proposing amendments to the local government comprehensive plan and related regulations or policies.
At a minimum, the LAHAC must submit an annual report to the City Commission and to the statewide training and technical assistance provider for the Affordable Housing Catalyst Program, outlining its findings, evaluations, and recommended incentive strategies. Acceptance of the 2025-2026 report ensures continued compliance with state requirements and supports the City’s ongoing efforts to expand and strengthen affordable housing opportunities.
