RESOLUTION NO. 19R-05-93: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL WAIVING THE COMPETITIVE BIDDING REQUIREMENTS; APPROVING THE SOLE SOURCE PURCHASE OF SIX (6) LUCAS III CHEST COMPRESSION DEVICES FROM PHYSIO-CONTROL, INC.; PROVIDING FOR PAYMENT IN AN AMOUNT NOT TO EXCEED  $121,149.60 FROM BUDGET CODE NUMBER 190-351-06440; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, CHARLES FARANDA).

Body

Request Action:

The Fire Rescue Dept. EMS Division is respectfully requesting the replacement of their current 6 Chest compression devices that have reached their life expectancy.  The Fire Rescue Dept. has been using the Physio Lucas device for approximately ten (10) years.  These air compressed-operated devices have played an essential role in the way we provide service to our residents during a cardiac arrest event. They assist our first responders by significantly providing adequate tissue oxygenation by minimizing interruptions in chest compressions.

Need:

The Fire Rescue Dept. is requesting to replace 6 of its current Physio Lucas devices with new Lucas III. The current Lucas devices have extensive wear on them that have accumulated over the past ten years. The manufacturer no longer provides a service plan warranty for these devices due to the extended life.

Summary Explanation/ Background:

The Lucas Chest compression system delivers consistent rates, configurable to 102-120 per minute, without sacrificing compression depth from the rescuer. 30% to 40% of patients who achieve ROSC (Return of Spontaneous Circulation) will re-arrest prior to hospital arrival. This is mainly due to the lack of chest compressions which lower the perfusion pressure in the heart. The Lucas device provides greater than 60% increased blood flow to the brain than manual CPR. Our ultimate goal is for all patients suffering a cardiac arrest event, regain pulses and have good neurological outcomes.
