Title
RESOLUTION NO. 23R-07-171: A RESOLUTION OF THE CITY OF LAUDERHILL DECLARING A TRUCK TO BE SURPLUS AND APPROVING ITS DONATION TO THE LAUDERHILL HOUSING AUTHORITY (LHA) IN AN "AS IS" CONDITION WITH NO GUARANTEE OR WARRANTY FOR USE TO PERFORM COMMERCIAL INSPECTION SERVICES PURSUANT TO CITY CODE SECTION 2-143(b)(4); PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, DESORAE GILES-SMITH).

Body
Request Action:
Declare a truck to be surplus property and approve its donation to the Lauderhill Housing Authority (LHA) for use to perform Commercial Inspection Services in an "As Is" Condition with no guarantee or warranty.

Need:
To assist the LHA by providing an old surplus vehicle for their use when conducting commercial inspection services.

Summary Explanation/ Background:
The Lauderhill Housing Authority (LHA) is under contract with the City of Lauderhill to provide Commercial Inspection Services on behalf of the City. Previously, the LHA used to use a city truck in the performance of the Commercial Inspection Services until the truck was involved in an accident and was taken out of service. The truck is of little to no value to the City, but the LHA has requested to be able to use the truck in the performance of Commercial Inspection Services. For liability purposes, the City should not allow another entity to operate a city vehicle while it is titled in the City's name. The City hereby declares the vehicle to be deemed to be surplus and agrees to donate the vehicle to the LHA for use while conducting Commercial Inspection Services on behalf of the City. The vehicle is a 2007 Ford F150 in average condition and is valued at approximately $3,000. City Code Section 2-143(b)(4) provides that surplus property valued at $5,000 or less may be donated to an outside agency at the discretion of the City Manager. The City Manager shall report any donations of $5,000 or less to the City Commission.
