RESOLUTION NO. 25R-03-68: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA APPOINTING JESSICA COUTAIN BY VICE MAYOR SARAI “RAY” MARTIN TO SERVE AS A MEMBER OF THE ART, CULTURAL TOURISM BOARD FOR THE REMAINDER OF A FOUR (4) YEAR TERM EXPIRING NOVEMBER 2028 OR CONCURRENT WITH THE COMMISSIONER SEAT, WHICHEVER SHALL OCCUR FIRST; APPOINTING RICHARD BLACKFORD BY MAYOR DENISE GRANT FOR THE REMAINDER OF A FOUR (4) YEAR TERM EXPIRING NOVEMBER 2026 OR CONCURRENT WITH THE COMMISSIONER SEAT, WHICHEVER SHALL OCCUR FIRST; AND PROVIDING AN EFFECTIVE DATE.

Appointments to the Art, Cultural, Tourism (ACT) Board have expired and new appointments must be approved to ensure the board has a quorum and is able to continue meeting.
The following information has been prepared for your consideration:
I. REQUESTED ACTION
This Resolution is requested to approve the appointments to the ACT board, as selected by individual Commissioners to fill the vacant and/or expired seats.
II. SUMMARY AND HISTORY/BACKGROUND INFORMATION
The Code of Ordinances states that when a Commissioner's term ends or they leave office, any appointments they made, which have not otherwise expired, will automatically expire 60 days after their successor takes office unless the new Commissioner approves extending the existing appointment.
The appointment of Jessica Coutain as regular board member, in association with seat 3, expired November 2024.
Vice Mayor Ray Martin has selected Jessica Coutain to be reappointed to the seat for the remainder of an unexpired term that lasts four (4) years, to expire November 2028 or concurrent with the Commissioner seat, whichever shall occur first.
Gail McCulloch was appointed by former Mayor Ken Thurston for a term to expire November 2026 however, as Mayor Thurston's term on the Commission ended and he left office, this appointment is now considered to have automatically expired 60 days after Mayor Grant took office, leaving the seat va...
