RESOLUTION NO. 20R-11-224: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPOINTING VARIOUS MEMBERS TO SERVE AS A MEMBER OF THE LOCAL AFFORDABLE HOUSING ADVISORY COMMITTEE BY THE CITY COMMISSION AS A WHOLE FOR A FOUR (4) YEAR TERM EXPIRING JUNE 2024 TO FILL EXPIRED POSITIONS; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, DESORAE GILES-SMITH).

Request Action:

Adopt a Resolution to approve appointing several members to serve on the Local Affordable Housing Advisory Committee by the Commission as a Whole, for a four (4) year term, expiring June 2024.

 

Need:

To fill expired terms on the Lauderhill Local Affordable Housing Advisory Committee.

 

Summary Explanation/ Background:

Several board members positions on the Lauderhill Local Affordable Housing Advisory Committee have expired; there are a total of eight (8) expired/vacant seats on this board. The board must consist of members meeting at least six (6) of the following criteria (current board members meet criteria i and j) (Note: the board may include multiple members meeting the same criteria so long as a total of six (6) are represented on the board):

 

(a) A citizen who is actively engaged in the residential home building industry in connection with affordable housing.

(b) A citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing.

(c) A citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing.

(d) A citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing.

(e) A citizen who is actively engaged as a for-profit provider of affordable housing.

(f) A citizen who is actively engaged as a not-for-profit provider of affordable housing.

(g) A citizen who is actively engaged as a real estate professional in connection with affordable housing.

(h) A citizen who actively serves on the local planning agency pursuant to s. 163.3174. If the local planning agency is comprised of the governing board of the county or municipality, the governing board may appoint a designee who is knowledgeable in the local planning process.

(i) A citizen who resides within the jurisdiction of the local governing body making the appointments.

(j) A citizen who represents employers within the jurisdiction.

(k) A citizen who represents essential services personnel, as defined in the local housing assistance plan.

 

The following individuals, both current board members and interested members of the public, have expressed interest in these appointments and meet the criteria as listed:

 

1.                     Rene Yacinthe, citizen that is actively engaged in the residential home building industry in connection with affordable housing. (a)

2.                     Marcia Barry Smith, citizen that is actively engaged in the banking or mortgage banking industry in connection with affordable housing. (b)

3.                     Michael Shorter, citizen that is actively engaged as an advocate for low-income person in connections with affordable housing. (d)

4.                     Joseph Singh, citizen who is actively engaged as a for-profit provider of affordable housing. (e)

5.                     Philip Goombs, citizen who is actively engaged as a not-for-profit provider of affordable housing. (f)

6.                     Kenneth Lewis, citizen who actively serves on the local planning agency pursuant to Florida Statues, Section 163.3174. (f)

7.                     Dashia Trowers, citizen who resides within the jurisdiction of the local governing body making the appointments. (i)

8.                     Sarah McIntosh, citizen who resides within the jurisdiction of the local governing body making the appointments. (i)

9.                     Robert Crum, citizen who is actively engaged as a real estate professional in connection with affordable housing. (g)

10.                     Mae Smith, citizen who is actively engaged as a real estate professional in connection with affordable housing. (g)

11. Lauren Patrick, citizen who resides within the jurisdiction of the local governing body making the appointments. (i)
