RESOLUTION NO. 19R-11-251: A RESOLUTION APPROVING THE EMERGENCY REPAIRS TO LIFT STATION #44 AND #53 BY THE HINTERLAND GROUP IN AN AMOUNT NOT TO EXCEED $69,600.00 FROM BUDGET CODE NUMBERS 401-933-6320 AND 401-917-6878; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, CHARLES FARANDA).

Request Action:
A request to the City Commission to approve a proposal in the amount not to exceed $69,600.00 from Hinterland Group to perform emergency repairs for Lift Station # 44 and 53.
Need:
Due to the repairs that are needed at Lift Station # 44 and 53. It is necessary to make required repairs to bring back the system to its original operating capacity.
The following items are needed to complete the repairs:
Bypass pump rental and repair of lift station #44 which includes installing new suction, discharge valve, and check valves.
Bypass pump, replacement of Guide rails, and pump bases at lift station #53
Summary Explanation/ Background:
On Thursday, September 19, 2019, and early Friday morning, September 20, 2019 Utilities experienced an issue with lift station 53 and Lift station 44 which serves the Cascades/Northwest Communities. As staff worked to assess the situation with both systems the following was determined. At lift station 53 the “T” guide rails system that support the pumps had detached from the wet well of the lift station. This caused the pumps to malfunction and not operate at capacity. Consequently, a temporary by pass pumping system had to be placed at this location until permanent repairs can be made.
At Lift Station 44 staff attempted to isolate valve to the pumps inside the lift station. As staff attempted to isolate the pumps with the valves, to stop the flow of sewer to remove the pump. It was determined that isolating the valve to repair the pump was the issue. Consequently, we had to place a temporary by pass pumping system at this location until permanent repairs can be made
