Request Action:
Pass an Ordinance to remove the Mayor and City Commissioners from the step pay plan effective September 30, 2021. Providing that their salaries shall be set when the annual budget is approved and adopted each fiscal year. Providing that the Mayor shall be paid a set salary for Mayor. Providing that all other City Commissioner shall receive an equal rate of pay pursuant to the City Charter Section 3.05. Authorizing annual cost of living increases in the amount of four percent (4%).
Need:
To remove the Mayor and Commissioners from the step pay plan for Confidential and Managerial Employees and provide for the method for the setting of their annual salaries consistent with the City Charter which provides that the Mayor shall receive one salary, and that all other commissioners shall receive an equal rate of pay.
Summary Explanation/ Background:
This Ordinance is necessary to be consistent with what the City Charter provides regarding the Mayor and City Commissioners salaries. The Mayor and City Commissioners line item shall be removed from the step pay plan for Confidential and Managerial Employees in order to give effect to the intent of the Charter that the Mayor receives one salary, and that all other city commissioners receive equal pay with the approval of the next fiscal budget. This fiscal budget has already been adopted and set, so these changes will be effective for next fiscal year. Therefore, the effective date of the removal from the step plan is at the end of the current fiscal year September 30, 2021. The annual salaries shall be set and adopted at the time the annual budget is approved and adopted each fiscal year. The Mayor and City Commissioner shall be entitled to a cost of living increase in the amount of four percent (4%) each year, so long as they have served at least one full year in office, pursuant to the Charter.
