RESOLUTION NO. 26R-10-190: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA, WAIVING COMPETITIVE BIDDING REQUIREMENTS TO AUTHORIZE A PIGGYBACK OF THE CITY OF SARASOTA, FLORIDA, CONTRACT WITH PACE ANALYTICAL SERVICES, LLC, TO PROVIDE ANALYTICAL LABORATORY SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE A PIGGYBACK AGREEMENT IN AN AMOUNT NOT TO EXCEED $50,000.00 ANNUALLY; AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER KENNIE HOBBS, JR.).

Request Action:
Approval of a resolution authorizing the City of Lauderhill (“City”) to piggyback the City of Sarasota, Florida, contract with Pace Analytical Services, LLC, to provide analytical laboratory services and authorizing City Manager and City Attorney to enter into the appropriate piggyback agreement with Pace Analytical Services, LLC, in an amount not to exceed $50,000.00 annually.
Need Summary Explanation/ Background:
The City requires a qualified firm to provide analytical laboratory services. Pursuant to Section 2-144 of the City's Code, the City may waive its requirements on competitive bidding and join in on cooperative purchasing plans when in the best interest of the City.
The City of Sarasota, Florida, issued ITB #26-13JS, requesting bids from qualified contractors to provide analytical laboratory services, including compliance testing of industrial wastewater, drinking water, reagent water, ground water, municipal wastewater, treated effluent discharged to surface waters, and reclaimed water, in compliance with Florida Department of Environmental Protection (FDEP), Florida Department of Health (FDOH), and the Environmental Protection Agency (EPA) regulations.
The contract was awarded to Pace Analytical Services, LLC, and executed on September 09, 2026. The initial term of the Agreement is for a period of three (3) years. The contract may be renewed for up to two additional one-year terms upon the mutual written agreement of the parties.
By utilizing the City of Sarasota, Florida, contract with Pace Analytical Services, LLC, the City is able to streamline procurement efforts, secure competitive pricing, and ensure full compliance with purchasing regulations.
