Requesting consideration of a text amendment to the Land Development Regulations (LDR) prepared by Staff.
Need Summary Explanation/ Background:
Staff has prepared an amendment to the Land Development Regulations seeking to alter the hours of operation for businesses on Friday and Saturday nights within the "Arts & Entertainment District," as well as amending the rules related to live entertainment uses consistent with the direction provided by the City Commission.
The proposed amendment establishes standards and certain criteria specific to this use. Alcoholic beverage establishments operating within the City of Lauderhill are currently required to cease operations at 2 a.m. (Sec. 5.3 - Alcoholic Beverage Uses). At the City Commission Retreat held on January 22, 2026, the City Commission provided direction to the City Manager and City staff to move forward with proposed amendments to the City’s Code of Ordinances to allow alcoholic beverage establishments to operate until 4:00 a.m., rather than the current restriction (2:00 a.m.). Business owners and residents spoke to the City Commission in favor of the proposal, provided that the business activity could not be heard outside of the building or other sound emanating into abutting residential areas.
The Development Review Report (DRR) prepared by staff outlines the in greater detail the purpose and intent of the changes. The item was considered by the Planning & Zoning Board at the Meeting held on February 24, 2026. As there were only 4 members present, the Board made two motions that failed to have a majority approval, and staff has advanced the item to the City Commission with a vote of 2-2.
Staff is recommending approval of the amendment to the Land Development Regulations.
Cost Summary/ Fiscal Impact:
N/A - there is no direct cost or fiscal impact related to this ordinance; however, extending the hours of operation for business may increase the demand on city services in particular Code Enforcement and Police to patrol the Arts & Entertainment District.
