Request Action:

Ordinance required by Florida Statutes, Section 197.3632 in order to adopt, approve, and certify the assessment roll and re-impose the uniform method for collecting non-ad valorem special assessments on Annual Broward County Tax Bill for Fire Rescue Fees and the proposed rate structure.

 

 

 

Need Summary Explanation/ Background:

The City of Lauderhill is re-imposing the costs necessary to provide fire rescue services within the City.  An increased rate structure is being proposed as necessary to cover the cost of services.

The City of Lauderhill passed and adopted the original Intent Ordinance No. 00O-6-39 to begin imposing Fire Rescue Assessments throughout the City in 2000 as a non-ad valorem assessment collected on the Annual Tax Bill.  Each subsequent year the City has re-imposed the uniform method of collection of the non-ad valorem special assessments for Fire Rescue Fees.  This year an increased rate structure is being proposed as necessary to continue to provide the reasonable and necessary services.  A public hearing on this matter was held on September 12, 2025 at or about 6:00 p.m. prior to the adoption of the first reading of this Ordinance for the purpose of receiving public comment on the re-imposition of the uniform method of collection of non-ad valorem special assessments for fire rescue fees and the proposed rate structure.  The second reading and adoption of the Ordinance is scheduled for September 29, 2025 at or about 6:00 p.m.   All owners were provided notice of the proposed assessment and of the fact that they had a right to file written objections and to be heard at the public hearings.  Notice was sent to each individual property owner via the TRIM Notice sent by the Broward County Appraiser’s Office.  Notice was also published in the Newspaper.  The Initial Assessment Resolution was amended and restated and proposed preliminary rates were adopted via Resolution No. 25r-07-143 on July 15, 2025 by the City Commission with a Residential Rate of $660.  The final rate approved and adopted was modified to impose a residential rate of $660.00.  This Ordinance adopts the Final Assessment rates.

 

 

 

Cost Summary/ Fiscal Impact:

Gross Revenues in the estimated amount of $24,356,615.00. After buy downs, Net Revenues in the estimated amount of $22,580,441.00 will be collected with this annual non-ad valorem assessment.  Additional revenues in an unknown amount may also be realized with the interest earned on the potential investment of these monies.
