RESOLUTION NO. 25R-03-77:  A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPROVING THE RELEASE AND USAGE OF STATE LAW ENFORCEMENT TRUST FUNDS TO ASSIST WITH PURCHASING SEVERAL COMPUTERS FOR USE IN INVESTIGATIONS AND PATROL IN THE AMOUNT OF $61,500.00; AUTHORIZING PAYMENT FROM THE APPROPRIATE BUDGET CODE NUMBERS; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY INTERIM CITY MANAGER KENNIE HOBBS, JR.).

Request Action:

To purchase two computers designed for use with our current forensic cellular police investigative technology.  During FY2022, the city acquired several items utilized for forensic investigative measures, needed to follow-up investigations in today’s digital environment.  To assist with this, the city purchased Cellebrite hardware and software which is considered the industry standard.  Since then, cellular technology has become more advanced and we find ourselves needing to upgrade the computers and storage required to maintain this evidence.  Working with the City’s MIS, we have identified the necessary computers needed to allow us to continue to analyze and store the necessary evidence. We are requesting to utilize funds not to exceed $13,000 so that we can ensure continuity with the investigative resources we provide for our staff. 

 

Secondly, to purchase twenty laptop computers which will replace older laptops utilized by officers, in the field.  Replacement of these computers is required due to their service life approach the end.  Officers today must have computer that are capable of utilizing multiple resources for example, plate readers, updated reporting system, body worn camera implementation, and Sound thinking (Shot Spotter).  It is requested that funds not to exceed $30,000 to be allotted for this purchase.

 

Next, the Police Department’s Street Enforcement Team should consist of one Sergeant and four detectives.  Now that we have reached the full capacity in the unit as of March 9, 2025, we are requesting specialized safety equipment for newly assigned detective.  For this equipment we are requesting to utilize funds not to exceed $5,500. 

 

The last few years, the department’s Crime Scene Unit has been expanded.  With this expansion, there have been increased equipment needs as newer technicians complete their training.  In order to enhance the efficiency of the unit, we are requesting to purchase equipment that will assist each of them to managing larger crime scenes.  I am requesting that we utilize funds not to exceed $13,000 to purchase the additional equipment.  As a result, the police department is requesting to utilize funds from the State Law Enforcement Trust Fund using account #120-683-9935 not to exceed $61,500.

 

Need:

To cover the cost of two computers designed for use with current forensic cellular phone investigative technology, twenty laptop computers to be distributed to officers, specialized safety equipment for Street Enforcement Team, and equipment for managing larger crime scenes. The amount not to exceed $61,500. Once this is approved, we are requesting that the Office of Management and Budget place the transfer of these funds on the same Commission Agenda as the requested items to eliminate any delays for the purchase of these items if approved by Commission.
