Recommendation that the Mayor and City Commission approve a Change Order to the existing agreement in the amount of $91,315.08 associated with replacing the Main Rotor and Main Stator to complete the repairs of the Water Treatment Plant Main Generator to authorize the replacement of the generator's Main Rotor and Main Stator, as identified in the contractor's Initial Findings Report, and approve the additional funding required to complete the work.

Why is there a need for this action and provide summary/background?
The City previously awarded a contract for the rehabilitation of the Water Treatment Plant's main emergency generator. As part of the contractor's evaluation process, comprehensive inspections and electrical testing were performed to determine the condition of the generator's internal components. The Initial Findings Report concluded that the Main Rotor and Main Stator have deteriorated beyond acceptable operating tolerances and require replacement. The original rehabilitation plan included an attempt to recondition the existing windings; however, post-reconditioning testing determined that the components could not be restored to acceptable operating values or manufacturer-recommended standards.
Because the need for replacement could not be confirmed until the reconditioning process was completed, replacement of the Main Rotor and Main Stator was included in the original bid as optional line items. The contractor has now confirmed that replacement is necessary to restore the generator to reliable operating condition and ensure long-term system reliability.
The Water Treatment Plant's main emergency generator is a critical component of the City's water infrastructure and provides emergency backup power necessary to maintain uninterrupted water treatment and distribution operations during electrical outages and emergency events.
Approving this Change Order will:
Restore the generator to full operational reliability.
Eliminate the risk of future failures associated with the damaged rotor and stator.
Protect the City's investment in the generator rehabilitation project.
Ensure compliance with emergency preparedness and operational reliability requirements for the Water Treatment Plant.
Failure to complete the recommended replacement could result in continued generator reliability issues, increased rental/maintenance costs, and the inability to provide dependable emergency power during utility outages.

The attached quotation provides the additional cost of $91,315.08 associated with replacing the Main Rotor and Main Stator. These costs are above and beyond the work authorized under the existing purchase order and will require approval through this Change Order. Funding is available within the Utilities Department Capital Improvement Program budget
