RESOLUTION NO 23R-07-178: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPROVING THE CITY OF LAUDERHILL’S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FOURTH YEAR ACTION PLAN (2023-2024); AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE ANY NECESSARY DOCUMENTS AND CERTIFICATIONS REQUIRED BY HUD; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, DESORAE GILES-SMITH).

Request Action:

A resolution is requested from the City Commission to approve the City of Lauderhill’s Fourth Year Annual Action Plan.

 

Need:

Action is required to obtain commission approval prior to submittal to satisfy the United States Department of Housing and Urban Development (HUD) regulations for participating jurisdictions receiving federal funding.

 

Summary Explanation/ Background:

Staff has prepared the fourth-year annual action plan in accordance with the policies and regulations set forth by HUD. Proposed activities are tenant based rental assistance through the HOME program for $256,955.05.

Pursuant to regulations set forth by the U.S. Department of Housing and Urban Development (HUD), the City of Lauderhill has developed its proposed Fourth Year Action Plan based upon ESTIMATED funding allocation of approximately $700,973. This document will serve as the City’s planning document for Program Year 2023-2024.

In addition, each activity utilizing CDBG must address at least one (1) of the following three National Objectives:

§                     Benefiting low- and moderate- income persons

§                     Prevention or elimination of blight, or

§                     Meeting other community development needs having a particular urgency.

The City estimates that 80% of the CDBG funds available for Program Year 2023-2024 will be targeted to benefit low- and moderate- income persons. As such, the Community Development Objectives of the City of Lauderhill are consistent with the National Objectives of the CDBG Program. Summary of projects include Public Facilities Improvements and Program Administration.
