ORDINANCE NO. 24O-07-123: AN ORDINANCE AMENDING THE CITY OF LAUDERHILL CODE OF ORDINANCES, ARTICLE II, OFFICERS AND EMPLOYEES, DIVISION 1, GENERALLY, SECTION 2-16.1, SAME - ADDITIONAL COMMISSION BENEFITS, TO UPDATE THE CODE TO REFLECT THE CURRENT RATE OF MONTHLY EXPENSE ALLOWANCES PAID TO THE CITY COMMISSION FOR LOCAL BUSINESS TRAVEL WITHIN THE TRI-COUNTY AREA INCLUDING ALL AUTOMOTIVE RELATED EXPENSES AND COSTS IN THE AMOUNT OF $1,050; PROVIDING THAT THE CITY COMMISSION MAY ALSO BE ELIGIBLE TO RECEIVE A CELL PHONE ALLOWANCE IN THE ADDITIONAL AMOUNT OF $100 PER MONTH IN LIEU OF BEING PROVIDED A CITY ISSUED CELL PHONE; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, DESORAE GILES-SMITH).

Request Action:
Pass an Ordinance to amend the City Code of Ordinances, Article II, Officers and Employees, Division 1, Generally, Section 2-16.1 - Same - additional commission benefits, to update the accurate amount of monthly expense allowances paid to city commissioners relative to local travel automotive expenses and eligible cell phone allowances.
Need:
To update the City Code provision to reflect the current monthly expense allowances paid to the city commission.
Summary Explanation/ Background:
The City Code of Ordinances Section 2-16.1 is outdated and has not been amended since 2006. In 2017, the City updated the monthly expense allowance attributable to local travel to cover all related automobile expenses as well as eligible cell phone allowances via Resolution No. 17R-06-161 with the amendment to update and consolidate the Managerial/Confidential Benefit Plan applicable to the city commission. The updated Managerial/Confidential Benefits Plan provided that city officials were entitled to receive an expense allowance which was intended to cover all costs for automobile expenses and was to be paid on a monthly basis in the amount of $1,050.00. The benefits Plan also provided that city officials are required to carry a cell phone and may be eligible to receive an allowance instead of the city providing and paying for a city cell phone each month. Human Resources Policy & Procedure 38 provides that city officials would be eligible for a cell phone allowance in the amount of $100.00 per month in lieu of being provided a city issued cell phone. It has recently come to our attention that the corresponding code section was not update to reflect the increase in the monthly expense allowances. This ordinance is to update the city code to be consistent with the Managerial/Confidential Benefits Plan regarding the actual monthly expense allowance that the city commission is eligible to receive.
