A Resolution of the City Commission of the City of Lauderhill approving Amendment No. 1 to the Agreement with Inliner Solutions, LLC, for the Community Development Block Grant - Mitigation (CDBG-MIT) MT049 Sewer Lining Replacement and Rehabilitation Project; authorizing the City Manager to execute the Amendment and all related documents; providing for an effective date.
Need Summary Explanation/ Background:
On June 10, 2024, the City Commission approved Resolution No. 24R-06-106 awarding Bid No. 2024-025 to Inliner Solutions, LLC in an amount not to exceed $2,971,775.00 for sewer lining services associated with the City's wastewater collection system. The project is funded through the Florida Department of Commerce Community Development Block Grant-Mitigation (CDBG-MIT) Program under Agreement No. MT049.
During construction, CCTV inspections and field investigations determined that a substantial portion of the sewer mains originally scheduled for rehabilitation had previously been lined, resulting in available construction funding within the grant budget. The City proposes utilizing these available funds to expand the project and maximize the benefit of the grant. The reallocated funds will be utilized for Project Implementation services necessary to support project management, construction administration, grant compliance, coordination, documentation, and oversight associated with the expanded scope of work and extended project duration.
Cost Summary/ Fiscal Impact:
Amendment No. 1 provides for the following:
• Expands the project scope to include rehabilitation within four (4) additional lift station service areas identified through field investigations.
• Extends the construction contract by 365 calendar days, establishing a new substantial completion date of March 5, 2027.
• Reduces the construction allocation from $2,971,775.00 to $2,901,775.00, reallocating $70,000.00 to Project Implementation services necessary for grant administration, construction oversight, compliance, and project closeout.
• Increasing the Consultant, CPH Consultant, PO# 26700/29312 by $78,880.00
• Revises the Schedule of Values and unit prices applicable only to the additional work to reflect current market conditions, including an 8% equitable price adjustment for the newly added work. The original contract unit prices remain unchanged for the original scope of work.The amendment allows the City to maximize the use of available CDBG-MIT funding while completing additional eligible wastewater infrastructure improvements without increasing the overall grant award of $3,125,215.00.
There is no increase to the overall CDBG-MIT grant award. Funding remains within the total grant budget of $3,125,215.00. The amendment reallocates $70,000.00 from the construction budget to project implementation services and revises the construction budget to $2,901,775.00. All costs are funded through the existing CDBG-MIT Grant Agreement MT049.
