Request Action:
Approve the Lease-Purchase of 12 LifePak 35 Cardiac Monitors/Defibrillators to replace the current ones which have reached the end of their useful service life together with a 7 year ProCare service plan for a total amount not to exceed $822,594.32.
Need Summary Explanation/ Background:
In this year’s Capital Improvement Plan (CIP), the Fire Department requested the funding for the need to replace our existing fleet of LIFEPAK 15/cardiac monitor/defibrillators, which are version 1. Unfortunately, the CIP was not approved. Last year we received notice from Stryker advising us that our devices, which are under a service contract will no longer be renewed, effective December 31, 2023. Fortunately, we were able to get Stryker to graciously extend our ProCare Service contract for one additional year, which will expire on April 2025. The expected life of the LIFEPAK 15/cardiac monitor/defibrillators is eight (8) years, and due to the critical nature of these lifesaving medical devices, they require routine calibration and software upgrades. Additionally, if repairs are required for a device, there is no guarantee from the manufacture on parts availability. Since these devices are at end of life, and no longer under a service contract from the manufacture after April 2025, these services will not be able to be performed.
Stryker, has proposed a lease-purchase option, for the purchase of (12) new LIFEPAK 35/cardiac monitor/defibrillators, to include (7) years of ProCare Service. The service life of these devices will also be (8) years. Request for a lease-purchase to replace our current cardiac monitor/defibrillators that are at the end of their useful service life. This lease-purchase is with Stryker who is sole source for equipment compatible with our current other equipment.
Cost Summary/ Fiscal Impact:
Total not to exceed $822,594.32.
