Staff recommends approval of the resolution to approve the City's Transportation Master Plan Recommendations.
Need Summary Explanation/ Background:
The Broward MPO (Metropolitan Planning Organization) is the regional transportation planning agency for Broward County, Florida. Its role is to plan, prioritize, and fund transportation projects that include roads, public transit, bike/pedestrian infrastructure, freight, and emerging mobility solutions. Their jurisdiction covers all 31 municipalities in Broward County, coordinating across cities, the county, the Florida Department of Transportation (FDOT), and other agencies. It is their responsibility to manage the allocation of federal and state transportation dollars for projects in the county.
The City of Lauderhill & Broward Metropolitan Planning Organization’s (MPO) entered into an agreement wherein they sought to assist the City in developing a Transportation Master Plan (TMP). The overall goal was to create a data-driven, multimodal transportation strategy that improves safety, mobility, and connectivity while supporting the City’s land use and long-term vision.
Develop a Comprehensive Multimodal Transportation Plan. The scope of work was intended to guide the development of a Transportation Master Plan for the City of Lauderhill that evaluates and enhances the city’s overall transportation system. The plan focuses on creating a safe, convenient, and efficient multimodal network that supports vehicles, pedestrians, bicyclists, and transit users while aligning with existing and future land use patterns. It also builds upon and revalidates the City’s previous transportation plan while establishing a clear and financially feasible path for implementing improvements.
On September 4, 2024, the City entered into an agreement with the Broward MPO for a limited scope to do the following:
1. Engage the Community and Stakeholders. A key component of the project involved robust public and stakeholder engagement to ensure the transportation plan reflects community priorities. The City and MPO coordinated outreach efforts such as community meetings, surveys, and stakeholder briefings to gather input from residents, businesses, elected officials, advisory boards, and partner agencies. This engagement helped identify transportation challenges, opportunities, and priorities that would inform the development of the plan.
2. Establish Vision, Goals, and Evaluation Criteria. The MPO worked with the City’s staff working group and community stakeholders to develop a clear vision statement and a set of goals and objectives for the transportation system. These elements were used to guide the planning process and identify the types of problems the plan should address. An evaluation framework was also created to assess potential solutions based on factors such as safety, mobility, connectivity, equity, and the ability to support transit and multimodal travel.
3. Analyze Existing Transportation Conditions. The MPO conducted a comprehensive assessment of the city’s existing transportation system using data from multiple sources, including traffic counts, crash records, land use information, demographic trends, and prior transportation studies. Geographic information systems (GIS) and field reviews were used to map and analyze roadway characteristics, pedestrian and bicycle infrastructure, transit facilities, and other elements of the network to better understand current conditions and deficiencies.
4. Identify Priority Corridors and Needs. The analysis focused in greater detail on six priority roadways identified as the Plan Study Area. Through field reviews and data analysis, the MPO evaluated mobility, safety, and accessibility issues along these corridors. This effort helped identify key needs such as ADA compliance issues, sidewalk gaps, bicycle facility improvements, transit access enhancements, safety concerns, and opportunities for traffic calming and multimodal connectivity improvements.
5. Develop Transportation Improvement Recommendations. Based on the needs assessment and feedback from the community and stakeholders, the MPO developed a series of conceptual recommendations and strategies designed to improve the transportation system. These included potential pedestrian and bicycle improvements, safety enhancements, ADA upgrades, transit-related improvements, and streetscape or roadway design modifications. The alternatives were evaluated using a structured methodology to determine preferred improvements that best support the plan’s vision and goals while considering community input and feasibility.
6. Produce the Final Transportation Master Plan. The final outcome of the project was the preparation of a comprehensive Transportation Master Plan document that consolidates the planning process, analysis, and recommended improvements. The plan includes maps, conceptual designs, planning-level cost estimates, and an implementation strategy outlining next steps for the City and its partners to advance the recommended projects and policies. The final document is intended to serve as a guiding framework for future transportation investments and decision-making in the City of Lauderhill.
The plan and recommendations have been completed. After months of public outreach, meeting with stakeholders and facility owners, City Commission, and City Staff, the final report has been prepared. After seeking direction from the City Commission Workshop held on May 19th, the consultants prepared planning level designs and another round of public meetings held October - November 2025.
The final planning level designs were prepared for the following roadway segments:
(1) NW 82 Avenue - from Commercial Blvd to NW 44 Street.
(2) NW 44th Street - from N University Drive to Rock Island Road
(3) Inverrary Blvd - from N University Drive to W Oakland Park Blvd
(4) NW 56 Avenue - from W Oakland Park Blvd to City Limits (W Sunrise Blvd.)
(5) NW 19th Street - from NW 56th Avenue to Broward Regional Park
(6) Sunrise Blvd - N State Road 7 to NW 31st Avenue
Cost Summary/ Fiscal Impact:
The cost to the City to develop the plan was $15,000.00, which was paid in FY 2025, and the Broward MPO contributed $135,000.00 towards developing the plan. There is no additional cost to approve the final recommendations.
