RESOLUTION NO.  26R-08-140: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA, APPROVING A DEDICATED SERVICE SET IDENTIFIER (“SSID”) WI-FI NETWORK  AGREEMENT BETWEEN THE CITY OF LAUDERHILL AND THE SCHOOL BOARD OF BROWARD COUNTY (SBBC), FLORIDA, TO ALLOW THE CITY OF LAUDERHILL, AS THE PUBLIC SAFETY AGENCY, TO UTILIZE SBBC'S DEDICATED SECURE WIFI SSID NETWORK FOR WIFI-CAPABLE TWO-WAY RADIOS USED BY FIRST RESPONDERS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT WITH THE SCHOOL BOARD OF BROWARD COUNTY; FURTHER AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER KENNIE HOBBS, JR.).

Body

Request Action:

Approve and authorize the execution of the WiFi SSID Agreement between the City of Lauderhill and The School Board of Broward County, Florida (SBBC).

Need Summary Explanation/ Background:

The proposed WiFi SSID agreement will allow the City of Lauderhill, as the Public Safety Agency, to utilize SBBC's dedicated secure WiFi Service Set Identifier (SSID) network for WiFi-capable two-way radios used by first responders. The network is intended to supplement traditional radio communications within SBBC-owned schools and administrative facilities where standard radio-frequency coverage may be poor.

Under the agreement, SBBC will provide the City with a secure network credential at no cost and will maintain the dedicated SSID WiFi network. The service is provided on a best-effort basis as an additional means of improving two-way radio coverage and public safety/emergency response communications.

The City will be responsible for procuring, maintaining, and configuring its WiFi-capable two-way radios and ensuring that authorized personnel dispatched to SBBC facilities have properly configured radios and appropriate backup communications. These costs will not be charged to SBBC.

The agreement also establishes requirements governing the confidentiality and safeguarding of SBBC education, employee, and security records. The SSID and password provided to the City are designated security records and may not be redisclosed to third parties.

The agreement is scheduled to commence September 30, 2026, and conclude November 12, 2027, with the option for two additional one-year extensions through written amendments approved by both parties.

Cost Summary/ Fiscal Impact:

There is no fee payable to SBBC for access to the dedicated SSID WiFi network. The City is responsible for the costs associated with procuring, maintaining, and configuring its own compatible two-way radio equipment.
