Pass a Resolution to approve the sole source purchase of specialized field test kits capable of detecting 1% or moreTHC content from Syndicate Alliance utilizing State Local Law Enforcement Trust Funds in an amount not to exceed $10,000.00 on an as needed basis from Budget Code Number 120-683-9935.
Need:
To acquire specialized THC field test kits that are capable of detecting under 1% THC content in order to comply with the new law anticipated to go into effect on July 1, 2019.
Summary Explanation/ Background:
SB 1020 is before the Governor for signature and is anticipated to become a law which will go into effect on July 1, 2019. This this law creates a state hemp program to regulate the hemp industry, redefines cannabis, and removes hemp from the controlled substances list. As a result, a new Tetrahydrocannabinol (THC) field test kit is necessary in order to detect the lower level of THC present in hemp. Syndicate Alliance has represented that they are the sole source provider of the 1% content THC field test kit and has provided their Master Distribution Agreement.
