RESOLUTION NO. 25R-10-203: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA, SUPPORTING THE METROPOLITAN PLANNING ORGANIZATION’S AMENDED 2050 METROPOLITAN TRANSPORTATION PLAN AND THREE PROJECTS TO INCLUDED IN THE PLAN; AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, KENNIE HOBBS, JR.).

Staff recommends approval of the resolution of support for advancement of the roadway improvements to make these corridors safer.
Need Summary Explanation/ Background:
The Broward MPO (Metropolitan Planning Organization) is the regional transportation planning agency for Broward County, Florida. Its role is to plan, prioritize, and fund transportation projects that include roads, public transit, bike/pedestrian infrastructure, freight, and emerging mobility solutions. Their jurisdiction covers all 31 municipalities in Broward County, coordinating across cities, the county, the Florida Department of Transportation (FDOT), and other agencies. It is their responsibility to manage the allocation of federal and state transportation dollars for projects in the county.
Two of their “core products” include: (1) the Metropolitan Transportation Plan (MTP), which is a 25-year vision for transportation in Broward, and (2) the Transportation Improvement Program (TIP) - a 5-year list of funded projects; however, they also pursue other grant funded opportunities to further their mission. This particular initiative is related to the Broward Safety Action Plan “BSAP,” which was a grant funded opportunity under the “Safe Streets 4 All,” awarded by FDOT. Under this effort, they identified several roadways throughout Broward County to help reduce death & serious injuries. Several roadways identified as part of this project spanned in/through multiple jurisdictions to help all residents of Broward County. Given that our city is uniquely positioned abutting several major state roads, 3 of the projects either intersect or abut our city, and would be beneficial for us to support the project.
The Broward MPO requires that cities provide resolutions of support if/when they identify a project that is within their municipal boundaries or abutting their city, to ensure that the projects that they select are supported by the community. There have been several public outreach meetings as part of this effort for the various projects. The Broward MPO is looking to get a letter of support from all municipal partners, where these projects intersect/abut. There are three projects stemming from the Broward Safety Action Plan that they are looking to add to the MTP:
(1) NW 19th Street - NW 43rd Terrace to NW 31st Avenue
(2) US 441/State Road 7 corridor. - Davie Boulevard to Sunrise Boulevard
(3) NW 31st Avenue - segments between Broward Boulevard to McNab Road
