Request Action:

A RESOLUTION IS REQUIRED FROM THE CITY COMMISSION TO APPROVE THE LOCAL HOUSING ASSISTANCE PLAN (LHAP) AS REQUIRED FOR THE STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) PROGRAM FOR SUBMISSION, REVIEW, AND APPROVAL BY THE FLORIDA HOUSING FINANCE CORPORATION.

Need:

ACTION IS REQUIRED TO AUTHORIZE THE SUBMISSION OF THE LHAP FOR REVIEW AND APPROVAL PRIOR TO ADOPTION.

Summary Explanation/ Background:

AS AN ELIGIBLE MUNICIPALITY PARTICIPATING IN THE STATE HOUSING INITIATIVES PARTNERSHIP PROGRAM, THE CITY IS REQUIRED TO DEVELOP AND IMPLEMENT A LOCAL HOUSING ASSISTANCE PLAN. THE PLAN IS CREATED TO MAKE AFFORDABLE RESIDENTIAL UNITS AVAILABLE TO PERSONS OF VERY LOW, LOW, MODERATE INCOME, AND PERSONS WITH SPECIAL NEEDS, INCLUDING BUT NOT LIMITED TO, HOMELESS PEOPLE, THE ELDERLY, MIGRANT FARMWORKERS, AND PERSONS WITH DISABILITIES.

THE PLANS INTEND IS TO INCREASE THE AVAILABILITY OF AFFORDABLE RESIDENTIAL UNITS BY COMBINING LOCAL RESOURCES AND COST-SAVING MEASURES INTO A LOCAL HOUSING PARTNERSHIP AND USING PRIVATE AND PUBLIC FUNDS TO REDUCE THE COST OF HOUSING.

THE LHAP IS A GOVERNING BLUEPRINT USED TO AID IN THE IMPLEMENTATION OF THE SHIP PROGRAM. THE DOCUMENT WILL PROVIDE GUIDANCE ON STRATEGIES, TERMS, AND CONDITIONS FOR WHICH THE PROGRAM WILL BE EXECUTED FOR FUNDING YEARS 2019-2022. STAFF WILL ALSO USE THE DOCUMENT AS A GUIDE FOR THE CITY’S HOME INVESTMENT PARTNERSHIP (HOME) AND COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAMS.
