Title

RESOLUTION NO. 26R-10-193: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPROVING A MEMORANDUM OF UNDERSTANDING WITH NORTH BROWARD HOSPITAL DISTRICT DBA BROWARD HEALTH FOR THE WHOLE BLOOD EXCHANGE PROGRAM; AUTHORIZING THE CITY MANAGER TO EXECUTE THE MEMORANDUM OF UNDERSTANDING; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER KENNIE HOBBS, JR.).

Body

Request Action:

Approve the attached MOU with Broward Health and authorize the City Manager to execute it. Broward Health will provide whole blood to Lauderhill Fire Rescue and restock it one for one, at no cost, after it is used on patients transported to Broward Health facilities.

Need Summary Explanation/ Background:

Uncontrolled bleeding is the leading cause of preventable trauma death, and many of these patients die before reaching the hospital. Prehospital blood transfusion is now a nationally endorsed best practice and has been shown to reduce mortality for patients in hemorrhagic shock. This MOU lets Lauderhill Fire Rescue launch its whole blood program, with Broward Health Medical Center’s blood bank providing and restocking the department’s supply. The department will handle training, storage, medical oversight, and quality review. The MOU renews annually, and either party may terminate with 90 days’ notice.

Cost Summary/ Fiscal Impact:

There is no cost to the City under this MOU.
