RESOLUTION NO. 25R-04-89: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL CONFIRMING THAT THE FINANCE DEPARTMENT OF CITY OF LAUDERHILL IS SOLELY RESPONSIBLE FOR MANAGING ALL OF GRANT FUNDS RECEIVED BY THE CITY; DIRECTING THE CITY MANAGER OR DESIGNEE TO ESTABLISH POLICIES FOR THE APPLICATION AND MANAGEMENT OF GRANT FUNDS TO ENSURE COMPLIANCE WITH GRANT REQUIREMENTS, POLICIES OF THE CITY, AND CODE OF ORDINANCES OF THE CITY OF LAUDERHILL; PROHIBITING THE MANAGEMENT OF GRANT FUNDS BY OTHER DEPARTMENTS OR INDIVIDUALS OUTSIDE THE FINANCE DEPARTMENT; PROVIDING THE INTERIM CITY MANAGER AND INTERIM CITY ATTORNEY WITH THE AUTHORITY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY VICE MAYOR SARAI “RAY” MARTIN).

Request Action:
Request to approve a resolution confirming that the finance department is responsible for managing all grant funds received by the city.
Need Summary Explanation/ Background:
The City of Lauderhill has a fiduciary duty as a grant recipient to ensure that all grant funds awarded to the City are managed properly to comply with the grant requirements, policies, and Code of Ordinances of the City. The Interim City Manager’s staff has determined that the City did not receive reimbursement of $1,679,455.17 of general funds allocated to a grant program managed by LHPP based on a report issued by the Interim City Manager. As such, it is necessary to ensure that the City's finance department manages all grant funds in the City, irrespective of where the funds come from.
