Request Action:
Consideration of an amendment to the Land Development Regulations to allow Hookah Lounge/Bar as a special exception use within the CG (Commercial General) zoning districts.
Need Summary Explanation/ Background:
The CG zoning district are primarily located along the city’s major streets: Commercial Blvd, University Drive, West Oakland Park Blvd, North State Road 7, NW 31 Avenue, and Broward Blvd. Hookah lounges are businesses where people gather to smoke flavored tobacco, called shisha, using a waterpipe known as a hookah. Similar to a café or lounge, these establishments are often used as social gathering places. In 2023, the City updated its rules to define hookah lounges and cigar bars and determine where they could operate. The update allowed these businesses in certain commercial districts, including Community Commercial, Commercial Warehouse, and Commercial Entertainment areas.
The General Commercial district was not included in those changes, so hookah lounges and cigar bars are not currently allowed there. The City's regulations are intended to place these types of businesses in commercial areas where they are most compatible with surrounding uses and development.
This item was considered by the Planning & Zoning Board at the meeting in April (4/28/2026), where the majority of the Board present (4-2) voted in favor of the amendment to the City Commission for their consideration.
