Request Action:

A resolution is requested from the City Commission to approve the first amendment to Community Development Block Grant Mitigation Program (CDBG-MIT) Subrecipient Agreement  No. MT049 between the City of Lauderhill and the Florida   Department of Commerce (“COMMERCE”), allowing for statutes, processes and administrative updates to the agreement.

Action is required to allow for statutes, processes and administrative updates to the agreement.

 

Cost Summary/ Fiscal Impact:

On April 19, 2022, and via Resolution No. 21R-12-284, the City of Lauderhill and then Florida Department of Economic Opportunity (DEO), now Florida Department of Commerce (“Commerce” or “FLACOM”), entered into Community Development Block Grant Mitigation Program (CDBG-MIT) Subrecipient Agreement No.  MT049, which provides for the City to receive $3,125,215.00 in grant funding to repair sewer lines with cured-in-place (CIP) methods for 4,200 linear feet. The State now desires for the agreement to be amended to incorporate a number of updates and administrative changes. The following are some of the changes and/or updates: Amendment to officially change the agency name from Florida Department of Economic Opportunity (DEO) to Florida Department of Commerce; changes to E-Verify language to reflect correct and current version; changes to grant agreement closeout requirements to reflect correct statute; and changes to Section 3 reports requirement language to reflect the correct and current version, among others. Additionally, Attachment ‘A’ was updated to allow for the City to submit to the Department multiple invoice reimbursement requests during the construction phase.  Currently, the City would only be able to invoice the Department once during construction phase, and essentially only when construction was 100% complete.

 

Funds are budgeted in the appropriate budget codes. No general funds expenditures are required.
