Request Action:

Staff recommends approval of the resolution to support an application to the Broward MPO for funding aligned with the goals from recommendations included in the City's Transportation Master Plan

 

 

Need Summary Explanation/ Background:

The Broward MPO (Metropolitan Planning Organization) is the regional transportation planning agency for Broward County, Florida. Its role is to plan, prioritize, and fund transportation projects that include roads, public transit, bike/pedestrian infrastructure, freight, and emerging mobility solutions. Their jurisdiction covers all 31 municipalities in Broward County, coordinating across cities, the county, the Florida Department of Transportation (FDOT), and other agencies.  It is their responsibility to manage the allocation of federal and state transportation dollars for projects in the county.

 

Broward Metropolitan Planning Organization’s (MPO) approved the Roads for Economic Vitality  (REV) Program on July 9th, 2015, which provides funding for small local transportation projects that will improve the safety and mobility for all transportation users in Broward. This competitive grant program can fund projects such as (but not limited to): complete streets projects, traffic calming and intersection improvements, ADA upgrades, mobility hubs, bike racks and technology advancements such as transit signal priority and traffic control devices.

 

The City is preparing an application through REV to seek funding for one of the projects identified in the City's Master Transportation Plan: NW 82nd Avenue, from NW 44th Street north to Commercial Boulevard. The objective of this project is to implement streetscape and safety enhancements, including traffic calming measures, intersection improvements, enhanced crosswalks, shared-use sidewalks, landscaping, and gateway treatments into the neighborhood. This corridor is heavily used by vehicles and pedestrians, but it has experienced ongoing safety concerns related to speeding and cut-through traffic between NW 44th Street and Commercial Boulevard. These conditions have contributed to vehicle crashes, pedestrian crashes, and, in some cases, serious injuries and fatalities.

 

 

Cost Summary/ Fiscal Impact:

There is no fee to submit the grant application.

 

If approved by the Broward MPO, the total planning level cost estimates of all improvements identified in the Transportation Master Plan amount to $12 Million (for planning, design and construction); however, the REV Grant has a maximum award of $5 Million. The City could modify the scope from the Master Plan to maximize the improvements and supplement the grant funding (if awarded) to implement the majority of the improvements.
