RESOLUTION NO. 19R-10-241: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPROVING AN AGREEMENT BETWEEN THE LAUDERHILL HOUSING AUTHORITY ("LHA") AND THE CITY OF LAUDERHILL FOR THE LHA TO PROVIDE INTAKE AND PROGRAM MANAGEMENT TO ASSIST WITH BOTH THE SHIP AND HOME "PURCHASE ASSISTANCE" AND "HOME REHABILITATION" PROGRAMS; PROVIDING TERMS AND CONDITIONS; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, CHARLES FARANDA).

Request Action:
Pass a Resolution approving an Agreement with the LHA to provide intake and program management of the SHIP and HOME "PUrchase Assistance" and "Home Rehabilitation" programs.
Need:
To have assistance with the SHIP and HOME programs.
Summary Explanation/ Background:
LHA staff to occupy office space at City Hall in order to receive applications, review applications, collect all mandatory back-up documents, advise applicants in writing of any deficiencies and how to cure, perform verbal or written correspondence in order to collect and verify third-party assets and employment, respond to all telephone inquiries of the programs, liaison with relators and lenders, notify grants division of complaints (when received), and prepare award letter or denial for grants division review prior to mailing, conduct walk-through of housing unit, prepare subordinate mortgage and deliver to grants division for review & filing, attend closing, submit awarded housing rehabilitation applications to Minority Builders, attend subrecipient meetings, conduct debarment review to include copy of print-out in file (www.sam.gov and https://dms.myflorida.com), liaison for the Affordable Housing Advisory Committee to include scheduling meetings, keeping minutes of meeting,

Maintain tracking and reporting spreadsheets, maintain hard copy of applicant files (approved or denied), maintain vendor files (specific to housing rehab program), Coordinate with Minority Builders review of all invoicing, attend SHIP training, attend HOME consortium meetings,
