RESOLUTION NO. 21R-03-58: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL APPROVING THE EMERGENCY EXPENDITURE OF FEDERAL FORFEITURE FUNDS IN THE TOTAL AMOUNT NOT TO EXCEED $51,000.00; APPROVING THE PIGGYBACK OF THE STATE OF FLORIDA CONTRACT WITH INSIGHT PUBLIC SECTOR SLED FOR THE PURCHASE OF 40 LAPTOPS FOR USE BY THE POLICE DEPARTMENT; WAIVING COMPETITIVE BIDDING REQUIREMENTS; PROVIDING FOR PAYMENT FROM BUDGET CODE NUMBER 110-683-09936; PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER, DESORAE GILES-SMITH).
Body
Request Action:
Pass a Resolution approving the emergency expenditure in an amount not to exceed $51,000.00 from Federal Forfeiture Funds based upon the piggyback of the State of Florida contract with Insight Public Sector Sled to purchase 40 laptops for use by the Police Department to be compatible with the minimum requirements for use with the Broward County Public Safety Network.
Need:
Approve the piggyback purchase from Insight Public Sector Sled for the purchase of 40 laps tops with Federal Forfeiture Funds
Summary Explanation/ Background:
The police department has numerous laptop computers that are still running on Microsoft Windows 7, which is no longer supported. This poses a serious security threat to the CJIS and Broward Count Public Safety Network. FDLE and the County are mandating that all Windows 7 devices MUST be removed from Netmotion Mobility by March 31, 2021. As such, the City must immediately proceed to purchase 40 laptops which have been identified to require immediate replacement in order to be compatible with the public safety system in order to be able to stay online. Any computers which do not meet the minimum requirements will have to be removed from the system. These laptops are old and/or the not capable of or not worth just switching out the operating systems. Without the necessary minimum equipment required, they will have to be removed from the online system. This will shut down those patrol officers as they wouldn't be able to communicate with the system while working. This purchase is essential and time is of the essence and can be made using the State of Florida piggyback with Insight Public Sector Sled, which is a vendor that our MIS Department has dealt with and purchased from in the past and recommends. The request is to approve the use of Federal Forfeiture Funds in the amount up to $51,000.00. This is an authorized purchase for the use of federal forfeiture funds.
