Request Action:
The City Commission is requested to adopt a preliminary rate resolution declaring the estimated Fiscal Year 2027 non-ad valorem special assessment rate for garbage, refuse and recycling services for the areas commonly known as St. George, West Ken Lark, Broward Estates, and the Swap Shop. Adoption of the resolution will allow the City to continue use of the uniform method of collection on the annual tax bill, direct preparation of the assessment roll, authorize required public notice, and establish the public hearing for final consideration of the assessment. The expected outcome is the timely certification and re-imposition of the assessment for the Fiscal Year beginning October 1, 2026 and ending September 30, 2027.
Need:
This action is needed to recover the actual costs and fees associated with providing garbage, refuse and recycling services to the designated areas through the non-ad valorem assessment process. The preliminary rate resolution also provides transparency to affected property owners and permits the assessment to be included in the Truth in Millage notification and annual tax bill process.
Summary Explanation/ Background:
The City has historically used the uniform method of collecting non-ad valorem special assessments for garbage, refuse and recycling services in the designated areas. The attached Fiscal Year 2027 calculation reflects an estimated annual assessment rate of $435.12 per assessable parcel. The calculation includes collection, disposal, franchise fee, recycling, Property Appraiser, and Tax Collector adjustments. Based on an estimated tax base of 2,651 parcels, the projected assessment revenue is $1,153,497.61. The rate is intended to function as a pass-through of the costs and fees charged for the services, with only actual applicable costs assessed through the annual tax bill.
