RESOLUTION NO. 26R-06-93: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LAUDERHILL, FLORIDA, APPROVING THE SECOND AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT MITIGATION PROGRAM SUBRECIPIENT AGREEMENT NO. MTO49 WITH THE FLORIDA DEPARTMENT OF COMMERCE WHICH AUTHORIZES A TWELVE MONTH EXTENSION AND ADDING NEW LOCATIONS TO THE LAUDERHILL SEWER LINING PROJECT; AUTHORIZING THE CITY MANAGER AND OTHER APPROPRIATE OFFICIALS TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE (REQUESTED BY CITY MANAGER KENNIE HOBBS, JR.).

Request Action:
The City is requesting a resolution from the City Commission to approve the Amendment#2 to MT049 agreement with Florida Commerce. Florida Commerce has issued Amendment #2 to MT049 agreement, which extends the contract term for twelve (12) months until 04/18/2027 and adds new service locations. The Amendment#2 does not provide additional funding and does not alter the financial obligations of the City.

Action is required from City Commission to approve the extension of MT049 agreement for twelve (12) months which expired on 4/18/2026 and add new service locations; Lift station (LS) 6, 7, 8 & 9 to the project. City will repair two of the four locations with no additional funding at this time.

On April 19, 2022, and via Resolution No. 21R-12-284, the City of Lauderhill and then Florida
Department of Economic Opportunity (DEO), now Florida Department of Commerce
("Commerce" or "FLACOM"), entered into Community Development Block Grant Mitigation
Program (CDBG-MIT) Subrecipient Agreement No. MT049, which provides for the City to
receive $3,125,215.00 in grant funding to repair sewer lines with cured-in-place (CIP) methods
for 4,200 linear feet.
The City has substantially completed the rehabilitation work identified within the original MT049 Agreement for existing sewer mains, manholes, and laterals. During CCTV inspection and field verification efforts, the Contractor identified that a significant portion of the originally identified sewer segments had previously been lined and therefore only required cleaning and inspection services rather than full rehabilitation. As a result, construction costs associated with those segments were reduced, leaving approximately $1.1 million funds available within the project budget. To maximize the use of the remaining grant funds and continue addressing critical wastewater infrastructure needs within the City, the City requested a twelve (12) month extension and approval to incorporate additional rehabilitation areas associated with Lift Stations (LS) 6, 7, 8, and 9 into the project scope. These additional areas contain sewer infrastructure that would benefit from rehabilitation and are intended to further the overall resiliency and rehabilitation objectives of the MT049 program. The City will prioritize LS6 and LS8 improvements first, followed by LS7 and LS9 based on available funding. Re-Evaluation of the Environmental Report for the additional locations is currently in progress.
