Request Action:
Pass an Ordinance approving the Final Comprehensive Plan Amendments with changes within 180 days of receiving the ORC Report from the Agencies.

Need:
To approve the final Comprehensive Plan Amendments with changes.

Summary Explanation/ Background:
The City originally passed Ordinance No. 19O-09-138 on first reading on September 12, 2019 and on second reading on September 26, 2019. The proposed amendments to the Comprehensive Plan were submitted to the agencies for objections, recommendations, and comments; (“ORC”). Florida Statutes, Section 163.3184(11)(b) provides that the the first reading of the Ordinance was occur at the transmittal stage, and that the second reading of the Ordinance was to occur at the adoption stage. The Ordinance inadvertently was moved forward for second reading at the next regularly scheduled city commission meeting as ordinances are typically passed at the next following meeting; however, it should not have been submitted for approval and passed on second and final reading until such time as the actual amendments were reviewed and ready to be adopted in final. We are currently within 180 days of when the City received the ORC Report from the Florida Department of Economic Opportunity dated, December 27, 2019, regarding the proposed amendments.
